Orange Cookies

1 1/2 c flour
1 tsp baking powder
3/4 c Splenda
1/4 tsp salt
1/8 tsp nutmeg
1/2 c lowfat margarine
1/3 c chopped raisins
1/4 c egg substitute
1 Tbsp orange juice
Cooking Spray

Preheat oven to 375°. Combine first 6 ingredients in a large bowl. Cut in margarine with a pastry blender until mixture resembles coarse meal; stir in raisins. Stir in egg substitute and orange juice. Drop dough by level teaspoons onto baking sheets lightly coated with Cooking Spray. Bake at 375° for 13 minutes or until lightly browned. Remove from baking sheets immediately and cool on wire racks.
